As a part of an on-going assessment of bus services and route
structures, AC Transit needed a set of policies to guide decisions
on service allocations – where to add service when it received
additional revenues, and where to protect service as resources
shrank. Previous efforts had fallen short because policymakers
could not comprehend how policy would translate to results.
CHS staff prepared a comprehensive set of service deployment
policies to guide the AC Transit Board of Directors’ future
deliberations and decisions. Issues included economic factors,
service deign, and social impacts. As part of this project, CHS
developed a conceptual plan to improve AC Transit bus operations
at several key bottleneck intersections in Oakland and Berkeley.
Using creative signage and striping techniques, and management
and operations strategies, CHS recommended ways to create exclusive/semi-exclusive
bus lanes for AC Transit buses. Detailed maps showed service changes
and their effect on low-income and transit dependent communities.
CHS staff led AC Board discussions on these policies –
in an effort to make realistic plans, our team presented detailed
maps showing service changes and their effect on low-income and
transit dependent communities. As a result of this study, the
AC Transit Board of Directors adopted a comprehensive service
deployment policy. AC Transit is currently conducting public meetings
for route changes based on CHS staff recommendations. The first
phase is scheduled for implementation in the summer of 2003.
